For most people, in the long run a complete tear off and re-roof is your best option. Adding a second layer of shingles makes it more difficult for the shingles to adhere to the decking, and the nails holding the shingles down will be fastened better directly on the roof deck.
The International Residential Code stipulates that there can’t be any more than two layers of roofing on any home.
Removing roofing materials down to the decking also allows you to inspect for any rot or other damage due to age.
If you have an older roof , you can update your roofing to the latest standards by adding ice and water barrier in the eaves to prevent ice-damming. However, these updates can only be made with a full tear off.
